Use Voting button is greyed out \Disabled

Hi All,
We are on Outlook 2010 with Zimbra connector Client : 8.6.0.1320 Server : 8.6_GA_1200 we want to send an email where users will vote Yes or No
however the user voting button is greyed out.

Please assist
