local folders no longer 'drag-able'

Hi, we have a ton of desktop users, now transitioning them to Outlook because the desktop is incompatible with 8.8.

Is there an easy way to import local folders in the desktop to outlook? we don't seem to be able to drag the email or folders back up to the server.
