That you can only send non-external domain emails for example the domain is domainec.com that you can only send emails certain accounts to this domain

use ClueBringer PolicyD. It is embedded with zimbra.

Is it possible to configure these policies via web? The client has no knowledge of Linux or zimbra

Excellent, thanks after activating this module from the main zimbra panel can I add these policies or should I install additional software?

You will need to deploy the web frontend of PolicyD.
Be careful this frontend is opened to anyone knowing the URL, so you will need to push an .htaccess with password configuration.
