This is VM installation. I tried update to OSS version. Also I remove license field from ldap, but it also did not resolve the problem.

Do the NE features still exist in the Admin UI after doing the OSS upgrade, as you mentioned earlier? One thing you could try at th is point is to run up a new VM and move your installation using the ZeXtras Migration tool, this might also move the NE 'features' and licence. If that doesn't work you could configure a new VM with the same server config as your current live server and move just the users to the new server. Obviously your 'NE' version has ZeXtras NG as the backup but I'm guessing that's not functional. You should be able to remove that and use ZeXtras Migration to just export and import the users to the new server. It's a bit long winded but that's about the best I can come up with.
