Account blocking after sending x emails

I would like to know if there is a way to block the email account after sending X emails in a period of 1 hour.
Today I block the sending, but I would like to block the account.

I have a rule to start rejecting when it reaches a certain number of emails.. but I would like to block the account. Do you know how?
