How to Restrict some users to send emails ONLY to specific email addresses, not domain?

Hi, is it possible to Restrict some users to send emails ONLY to specific email addresses, not domain?

ex:
user1@mydomain.com > can ONLY send email to ALL LOCAL, outsider1@gmail.com, outsider2@yahoo.com. AND block/quarantine everything sent that is not in the list?

Can't find anyone online who tried or have already implemented the same. All I can see are,
restrict to all/certain domains, or restrict local/external.

I have 8.8.8 FOSS.
